Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of contrasting events captured the bleak nature of the current period. By day, political struggles are conducted: hopeful statements are released from multiple capitals. Significant resources is allocated on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a capability enabled by timely intelligence. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense engaged: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, probably provided by allied countries. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to sober acceptance: perhaps the incoming missile won't strike its target this time, sparing the city from devastation and additional electricity failures.
Persistent Threats
Soon after, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a rapid response unit – probably imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.
Periodically, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's vital need on international aid – a need that European nations are clearly incapable to replace in the short term.
Failed Diplomacy
The 28-point plan from American leadership sparked intense emotion, discussion and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This cycle will, certainly, continue.
Political Considerations
It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House presumes that it is unrealistic to force Russia to abandon the territory that it presently holds in Ukraine's south or east.
The challenge is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not change more in its advantage in the months ahead.
Divergent Views
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but averting a complete military breakdown until situations evolve in its benefit.
Present Conditions
Factually, there are no real preconditions for a armistice. Now, personal considerations are coming into play: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their task will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.
While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
